Connecting the Netherlands and Germany, thanks to the ViA15 Motorway Project

11/12/2025

Societe Generale acted as Financial Advisor to the GelreGroen consortium —comprised of BESIX, Dura Vermeer, HOCHTIEF and John Laing, which has successfully reached financial close for the ViA15 Public-Private Partnership (PPP) project in the Netherlands.

The GelreGroen Consortium reached financial close for the design, construction, financing and two-decade maintenance (DBFM) of the ViA15 Project in the Netherlands.

The ViA15 project consists of extending the A15 motorway to the A12 and partly widening both roads. Once completed, it will increase accessibility and create a direct link between the port of Rotterdam and Germany.

This project represents an important sustainable initiative, as it will help mitigate flood water in the region as well as significantly ease traffic congestion across the Netherlands and Germany.

The Project has been tendered by Rijkswaterstaat (RWS), acting on behalf of The State of the Netherlands. In addition to the planning and construction, the DBFM contract encompasses the operation and maintenance of the motorways until 2051.

Societe Generale acted as Financial Advisor to the GelreGroen consortium.

As Financial Advisor, Societe Generale secured a competitive financing package comprising long- and short-term facilities to support the project. The financing has been provided by a diverse group of 10 institutions.

We are delighted to have partnered the members of the GelreGroen consortium for this long term financial advisory assignment. This excellent result is the culmination of many years of work by the consortium, RWS, the lenders, and many members (present and past) of our Infrastructure Finance team. Even at a time when ‘buy-and-build’ infra financing is the focus of our activities, we retain the breadth of capability to successfully deliver financial advisory on large scale traditional project financing transactions such at ViA15.
